Is Cuba Closer to Tampa or Key West?

Jose Marti Park According to a story in the St. Petersburg Times, Jose Marti Park in Ybor City (near downtown Tampa, Florida) has belonged to the Republic of Cuba since 1956. Ybor City was once the cigar capital of the world, and is still rich in cigar history and culture. If fact, Tampa's annual Cigar Heritage Festival will be held in Ybor City on November 18, 2006. It will be interesting to see if anyone tries to smoke a Cuban cigar in the park during the festival. This may have actually been legal prior to 2004, when the Cuban Trade Embargo of 1962 was broadened to prohibit all Americans from acquiring post-embargo Cuban products, even while abroad. However, since it is also illegal for Americans to visit Cuba (with few exceptions), is it legal for an American to even be inside of Jose Marti Park, let alone smoke a Cuban cigar there? Actually I dont think its illegal for Americans to travel to Cuba. Its just illegal for them to spend any money there. Since nothing is sold in Jose Marti Park, there are no restrictions to break.
